Former Iraqi Defense Minister Sultan Hashim Ahmed surrenders to U.S. forces in Mosul after weeks of negotiations. Ahmed remains a popular figure with many Iraqis, and that affects the manner in which American officials are dealing with him. Hear NPR's Emily Harris.
