Gov. Andrew is to deliver a joint State of the State and budget speech later today, during which the governor is expected to focus on ethics and education policies.

Cuomo has already released 14 proposals in an eight day lead-up to the speech, including a hike in the minimum wage to $15 an hour, and spending billions of dollars on road and bridge repairs and airport and train station upgrades.

He’s not yet detailed a plan for ethics reform, following the conviction of both leaders of the legislature on corruption charges. But he said on WNYC’s The Brian Lehrer Show recently that the proposals will be significant.

“I’m going to push for major reforms,” Cuomo said.

Cuomo may also address his recent reversal of an education policy that tied standardized tests more closely to teacher evaluations, as well as reveal how much money he’ll give to schools. He’s also expected to unveil a plan for greater state involvement in helping the homeless in cities.
