New York Attorney General Tish James said she’s reached an agreement with the state legislature to amend the state’s double jeopardy laws to make it easier to go after people accused of crimes in New York, even if a president pardons them.

The measure is aimed at holding associates of President Donald Trump, including his former campaign chairman Paul Manafort and Trump’s former personal lawyer Michael Cohen, accountable for crimes they may have committed within New York’s boundaries, even if the president pardons them of federal crimes that they have been convicted of.

Gov. Andrew Cuomo began his third term in office with a speech at the historic site of Ellis Island Tuesday evening, where the ancestors of millions of Americans arrived as immigrants in the 19th and 20th centuries. He focused much of his speech not on state issues, but instead on what he sees as the nation’s problems, and said New York will lead the fight against them.

Democrats and Republicans, meeting this week at their state conventions, made their choices to fill the open seat for state attorney general after the resignation of Eric Schneiderman over a domestic violence scandal.

Democrats chose New York City Public Advocate Letitia James, who said she will continue Schneiderman’s work pursuing cases to protect immigrants, consumer rights and women’s rights against threats by the federal government.
